Laws, Rules and Regulations are the tools, through which Policies are being implemented. In the shipping industry, IMO is the main Policy Maker globally but its resolutions have to become national laws, in order to be applied. Other Maritime Policy Makers (through establishment of Rules and Regulations) are the European Union, the USA and other major countries.

But regarding Rules and Regulations these are not the only ones. International Organisations (ILO, ISO) and Industry Organisations (OCIMF, RightShip) are also key players both in establishing regulations and ensuring compliance with them.

Meet the Instructor

Mr Constantinos E. Avtzigiannis has graduated from the University of Macedonia (B.Sc in Business Administration) and has completed his postgraduate studies at the University of Wales (Postgraduate Diploma in Port & Shipping Administration) and at the University of Manchester (M.Sc in International Business Management). He posses numerous professional certifications from Classification Societies (Bureau Veritas, DNV – GL, LRS, NKK), USCG and University of Portsmouth. He has worked in Operations and Quality / Safety Departments of ship management companies and from early 1994 he is an independent consultant in Safety / Quality / Environmental Protection / Security Management / Maritime Labour in shipping and land industries, working also as DPA/ CSO/MLC Manager/Quality Manager.

This Module Aims To:

Introduce students to the overall framework of Maritime Policy at global, regional and national levels

Provide students with understanding how Maritime Policy is being implemented through Rules and Regulations

Examine the Management Schemes, applicable to shipping with particular emphasis on the impacts they have on the shipping industry management practices

Familiarise students with risk analysis methodologies

At the end of the module the learner will be able to:

Demonstrate knowledge and understanding of the the entities / parties which exercise Maritime Policy

Appreciate the role of the various entities, globally, which affect cargo ships through regulatory requirements.

Evaluate the ever-changing appearance / operational condition of merchant ships, resulting from the application of new rules and regulations.

Evaluate cost, organizational and managerial effects of rules and regulations on ship management companies

Evaluate the role of shipping industry organisations in the competitive position of shipping companies.

Appreciate the ever-changing nature of Maritime Policy and Maritime Rules and Regulations

ASSESSMENT STRATEGY

Based on the Programme Specification, students are formally assessed through the submission of coursework. The forms of coursework depend on the characteristics of each module and may include the following types
of assessments: case study, essay, report, dissertation, market analysis,project output, valuation, etc.

In addition each module incorporates multiple self-assessment tests. Self-assessment tests are not part of the formal assessment but completion is strongly encouraged as students will be able to monitor and evaluate their learning process and identify areas requiring improvement.
